Decrease? Yes, you read correctly. In an historic turn of events, the USPS will reduce mail rates an average of 4.3% on April 10, 2016.

This rate reduction impacts only “market dominant” mail (mostly letters, large envelopes/flats, and postcards).

It will not affect “competitive” shipping products like Priority Mail® and parcels/packages.

Background – The Exigent Rollback

This rate change reverses the January 2014 emergency (or “exigent”) increase of 4.3% (average). The Postal Regulatory Commission allowed the USPS to raise rates based on financial hardships suffered from the Great Recession of 2008-09. The exigent increase was temporary – limited by a cap of about $4.6 billion in extra revenue.

Postage Meters

Metered First-Class 1-Ounce Letters decrease two cents from $0.485 to $0.465, retaining their 1% discount over retail stamps. (Some customers may need to change their postage meter settings to print postage to three decimals.)

No CPI Rate Increase

The government allows the USPS to annually increase its Market Dominant rates to keep pace with inflation, based on the Consumer Price Index (CPI). But not this time. The annual CPI rose so little that the USPS did not factor it into the rate rollback.
